NIHOTOUR Retreat : Minister Emphasizes Adherence To Rule Of Law

The Federal Ministry of Art, Culture, Tourism and Creative Economy Minister , Barr. Hannatu Musa Musawa, has reiterated the Federal Government’s dedication to ensuring the National Institute for Hospitality and Tourism (NIHOTOUR) carries out its mandate with deep empathy, fairness, and consistent adherence to the rule of law.

The Minister highlighted this in Abuja during a retreat that while NIHOTOUR has the legal authority to regulate, certify, and enforce industry standards nationwide, its approach will prioritize people and remain sensitive to the needs of stakeholders.

“Tourism is fundamentally about people. Our responsibilities demand compassion and understanding — while empathy must not equate to leniency. The law must be upheld, and standards enforced fairly, with a strong sense of duty to both the sector and our country,” stated the Minister.

Joining the conversation, NIHOTOUR Director General Aare Dr. Abisoye Fagade assured that the Institute will continue its dual role of regulator and partner to everyone involved in the industry.

“Our mandate includes enforcing laws, but also supporting individuals on their growth journeys. Whether it’s students, professionals, operators, or entrepreneurs, NIHOTOUR strives to be more than a regulator and we aim to be a true partner in their success. We enforce standards empathetically so that no one is left behind as we elevate Nigeria’s hospitality and tourism industry,” Dr. Fagade explained.

“These remarks were part of broader discussions focused on improving institutional performance, unifying sector policies, and advancing the professionalization of Nigeria’s tourism workforce under NIHOTOUR’s Mission 100 initiative.

Minister Musawa encouraged all stakeholders, including hospitality businesses, students, small enterprises, and international collaborators, to view NIHOTOUR as a dependable ally in boosting service quality, fostering job creation, and strengthening Nigeria’s position as a premier tourist destination in Africa.
