Marine Environment Protection Committee Officially Opened At IMO Headquarters In London

The Marine Environment Protection Committee (MEPC) has officially opened its centre at the International Maritime Organization (IMO) Headquarters in London

Delegates have come together to advance crucial discussions on shipping decarbonization, in line with the goals of the IMO GHG Strategy, along with other key marine environmental issues.

A paper delivered by IMO Secretary-General Mr. Arsenio Dominguez on Monday 7 April 2025 at the opening of 83th session of MEPC which will hold between 7 to 11 April 2025
disclosed that “The 83rd session of the Marine Environment Protection Committee, which, as I am sure you are all aware, is of special importance to the work of this Organization.

“Over this week, you are expected to approve draft amendments to MARPOL Annex VI mandating the IMO net-zero framework.

“I could speak to you about how this crucial this moment is, about all the standpoints that have been raised and how you’ve all worked together in the spirit of consensus. But there is no need for me to repeat it, because you all know that already. I’ve seen all the efforts you have put in and the dedication you have demonstrated.

“I have no doubt you will achieve the necessary compromise so at the end of the week we will be able to take another step forward in the work of this Organization to comply with the goals set out in the IMO GHG Strategy. Therefore, to set an example, I will keep it brief and hope that you follow the same example when we discuss this important topic.

“Thank you for everything you’ve done this far, but the week is not yet done. But we are nearly there – and I am sure in the coming days you will reach that point. I wish you all the very best. What we do here will have a global impact in an industry that is continuing to show its worth.

‘Beyond your landmark work on GHG emissions, you have several other important matters to consider during this session:

“With regard to plastic litter, you will be invited to adopt the 2025 Action Plan to address marine plastic litter from ships, building on the progress made since the initial plan was agreed, including the introduction of measures aimed at reducing the environmental risk of transporting plastic pellets by ship.

“Concerning ballast water management, you will continue to review the BWM Convention, taking into account the results of the experience-building phase, and progress the development of draft amendments for approval at the next session.

“I have full confidence that, under the expert guidance of your Chair, Dr. Harry Conway of Liberia, aided by the experience Vice-Chair, Mr. Hanqiang Tan of Singapore, and with the usual support of our Marine Environment Division, together with the staff of the supporting divisions, you will be able to successfully achieve the ambitious goals set for this session,” he said .
