ITF Kicks Against Seafarers Involvement In Cargo Handling, Says “It’s Dockworkers Responsibility” 

The International Transport Workers’ Federation (ITF) has emphasized that cargo handling and lashing are hazardous tasks that must be performed exclusively by trained dock workers to minimize safety risks.

The ITF warned that forcing seafarers to undertake these duties not only endangers their safety but also raises the likelihood of accidents at sea and contributes to fatigue during critical rest periods after voyages.

The ITF highlighted the importance of the Non-Seafarers’ Work Clause (NSWC), which specifies that cargo handling should be done by dock workers.

“This clause has been established through collective bargaining between unions and employers to protect both seafarers and dock workers.”

In response to a request from a Dutch court, the ITF and its affiliated unions will defend the NSWC before the European Union Court of Justice, reaffirming their commitment to uphold the freedom of collective bargaining.

The ITF insisted that the NSWC plays a vital role in safeguarding the rights, safety, and wellbeing of seafarers.

ITF in a statement weekend, said “Cargo handling and lashing is dangerous work that should only be undertaken by trained dock workers to make sure that risks to safety are minimised.

“Forcing seafarers to carry out cargo handling exposes them to danger and increases the risk of accidents at sea on vessels. It also contributes to seafarer fatigue at the end of voyages when seafarers should be resting or taking shore leave.

“The Non-Seafarers’ Work Clause (NSWC) outlines that cargo handling and lashing should only be carried out by dock workers. It has been negotiated with employers through collective bargaining with unions in the interest of both seafarers and dock workers.

“That is why the ITF and its affiliated unions will defend the NSWC before the European Union Court of Justice – in line with a Dutch court’s request for this to take place.

“The fundamental freedom of collective bargaining must be respected. The ITF stands by the NWSC and its vital role in protecting seafarers’ rights, safety and wellbeing,” ITF argued.
